Prior to being "awarded" the projects by the Feds, the lengthy contractual negotiations are brought together by attorney groups whose eventual charges(including various "managers" whom the Corporations WILL employ after the "award") will skim 15 to 25% of the funds as legal fees. These fees will then be "contributed" to various Democrat candidate campaigns by the Attorneys and "employees" of those legal firms.
